Vacancy: IRFU Rugby Services & Insight Manager

The IRFU is inviting applications for the position of Rugby Services & Insight Manager.

Reporting to the Director of Rugby Development, the successful candidate will champion system adoption, drive data quality, and continuous improvement through the ‘Rugby Administration and Information System (‘Clubhouse’)’. One of the key strategic objectives of the system, and that of the Rugby Services and Insight Manager, is to ensure all programmes and systems remain ‘volunteer centric’; reducing the administrative workload of our volunteers and Development Officers through technology and streamlined processes. The post will play a key role in providing the information to assess the intended impact, combined with analysis of the wider rugby and community landscape, and to provide strategic insight. This position works with a multitude of different internal (IRFU/Branch Staff) and external stakeholders (Club and School Volunteers) and external vendors.

This position is being offered on a 2 year fixed-term, full time contract basis. The successful candidate will be based in Dublin.

RUGBY SERVICES & INSIGHT MANAGER

REPORTING RELATIONSHIPS:

RESPONSIBILITIES

  • Lead for maintaining and enhancing the Rugby Administration and Information System (‘Clubhouse’). This includes;
  • Work with Project Sponsors/users to clarify and define strategy & objectives, scope and business requirements; understanding and developing business cases to determine project inclusion and prioritisation.
  • Translation of rugby operation and requirements into system functional requirements; would identify possible areas of automation which could be accommodated/achieved with the application and through effective use of existing data assets from the current suite of database systems. This includes engaging with end users of systems to understand their needs and expectations.
  • Responsibility for the delivery of the overall programme of work and realisation of expected operational benefits. This includes planning, overall quality management, resource management, budget management, stakeholder management, change management and communications. The overall change management plan should include the ongoing measurement of outcomes to ensure that change is successfully embedded and sustained.
  • Responsible for the coordination and creation of project documentation and project processes. As required facilitate project workshops to design, document and maintain system processes
  • Would monitor & analyse the data being entered into the application(s) and conduct trend analysis around areas like peak utilisation of the application(s), data transaction and frequency of use by staff/clubs or what parts of the application are used most.
  • Manage training programme and the development of training materials, user manuals and other documents as needed to enable successful implementation and turnover of the process or system (new deployments and upgrades) to the business owners and users.

  • Through the Provincial Domestic Rugby Managers, coordinate the activities of Rugby Support Officers/Executives; These provincial roles are the first line support for clubs and schools in optimising the use of the ‘Clubhouse’ system, accessing resources, undertaking planning and supporting clubs to be in a ‘state of readiness’ in preparation for funding applications.
  • Be the lead within the Rugby Development Department in gathering, managing and using rugby information as effectively and efficiently as possible to inform internal and external improvements to the way we deliver our programmes. Maximising use of the reporting and analysis functions; and supporting the Rugby Development Team and Branches with relevant data and reports where needed allow all stakeholders to have an informed discussions on developing rugby in Ireland
  • Be responsible for the operation of all Grant and support programmes for clubs and schools; work with other managers to ensure these programmes have an meaningful rugby impact and the processes for the collection, processing and allocation have an administration ‘lite’ approach
  • Identify the changing needs of rugby development and develop new and innovative ways of ‘doing our business’. Drive continuous improvement, discover issues and deliver better value to our organization. This requires close collaboration and engagement with a broad range of internal (IRFU/Branch Staff) and external stakeholders (Club and School Volunteers)
  • Provide business liaison, communication and management for project; internal and external communication with stakeholders
  • Identify examples of good practice in the areas of club (& school) management, club & community development amongst rugby clubs, sports clubs and other volunteer based organisations and share this information at all levels of the game.
  • Preparation of regular status reports for the Director of Rugby and other project governance boards as required.


CRITERIA:

  • Five (5) plus years previous experience in a management position including responsibility for data insights, project/programme management and/or process improvement
  • A degree in a Business related topic
  • Track record in successfully delivering process change projects, from initial concept through to operation, for a geographically dispersed user base with various levels of technical skills and experience.
  • Comfortable working in various project delivery approaches (Waterfall, Agile, etc.) as required by the project
  • Experience in working with software suppliers and overseeing project plans and managing UAT / BAT activities and ongoing business delivery.
  • Experience in analysing data to draw business-relevant conclusions and in data visualisation techniques and tools. This includes using predictive and prescriptive data analytics techniques to make informed business decisions.
  • Solid organisational skills including attention to detail and multi-tasking skills
  • Strong working knowledge of Microsoft Office
  • Strong knowledge in generating process documentation
  • Strong written and verbal communication skills including technical writing skills
  • Experience in sports development and/or volunteer sectors would be an advantage
